First you need to contact a local family law office or attorney for a free consultation to discuss your legal rights, which you do have under the State of Oregon where you reside. It should not matter that your son is in Washington if you are the closet blood relative and you are fit to take custody of your son. You will want to speak to the attorney first telling them the entire truth as to how it came to be that your son was in the mothers custody. I am assuming you do not have visitation or you could just present yourself at the office in Washington and pick up your son. There are those that truly care about the chidren and they know and can read when a parent really cares about their child. But they are there for a reason and the are regulated by laws.
