I am not saying dragon Ball has a lot of character development, but much if it was good, as it isn't something that happens over the course of an episode. Plot twists in dragon Ball are not really good, although some may be semi-random, some do feel misplaced. Naruto does have relatable characters though, that's a good way of keeping people engaged, dragon Ball simply doesn't need relatable characters, it can survive without them.
