Rick and Morty Songoku and Kame Dragon Ball Z shirt

My story isn't a cop pulling over another cop, it's worse. It's about a new cop who pulled over a judge and didn't realize it until after the ticket had been written and he had gone up to get it signed. I had pulled up as back up on the other side of the street, but facing the same way as the officer. It was dusk and just dark enough to need your car’s lights on. It was also winter and the driver of the stopped car had on a knit cap and jacket.
