The local Craigslist and Facebook For Sale groups are filled with cheap cars that include plates just renewed for a year. In Texas you can't file a title or get plates without an ID. That first year gives an illegal time to find a trusted friend to register the car for them. They immediately “sell” the car with the fresh registration and plates back to the illegal who can drive it for another year albeit without insurance.
